On ”earth” there can be no ”Third World”. The interrelated challenges of development and the envir onment require cooperation with the North. Only together can we find solutions to pmblems of international development (external debt, terms of trade and protectionism), threats to the environment (soil degradation, urban environmental problems, air and water pollution, loss of bio-diversity, climatic change, destruction of the ozone layer, and management of toxic wastes), the drug problem (production, consumption and trafficking), and the potential abuse of resources of the global common (outer space and the Antarctic).
